ENAR is recruiting a Network Development Officer

The Network Development Officer is the resource person on the maintenance of a vibrant Network ; and supports the development of, manages and implements the membership strategy. Deadline for applications : 18 April 2018.

The European Network Against Racism (ENAR) is the only pan-European anti-racism network that combines advocacy for racial equality and facilitating cooperation among civil society anti-racism actors in Europe. Our long-term vision is for a Europe where there is full equality, solidarity and well-being for all, citizens and residents. Our overall aim is to end structural racism in the European Union and to build structures, institutions and attitudes based on race equality and equal distribution of power, privileges and rights. We specifically work to combat racism and discrimination based on colour, ethnicity, national origin, nationality, religion, culture, language or legal status. Our staff is based in our Secretariat in Brussels and our member organisations work in all EU countries.

We work to build and maintain a strong anti-racism movement by strengthening the network through capacity building, information sharing and exchanges (member to member, members to secretariat and secretariat to members). Members are the core of the network, which brings a voice to more than a 100 CSOs. The Secretariat supports the participation of members in different forum, coordinates common activities and provides tools.

Job profile

The Network Development Officer (NDO) will be based in Brussels. This is a full-time position for a fixed-term contract until the end of 2019, with the possiblity of extension. The gross salary is 3,000 € per month, plus benefits.

The NDO is the resource person on the maintenance of a vibrant Network and to support Member organisations. The NDO supports the development of, manages and implements the membership strategy.

The NDO services and maintains contact with ENAR members and strives to expand ENAR’s membership and initiating contacts with the anti-racism movement in Europe, organisations and individual alike. The NDO supports the members, providing relevant information and services.

The NDO facilitates communication between the members and between the Secretariat and the members when relevant.

The NDO also collects relevant information from the members.

The NDO identifies membership and organisational issues and informs the Management Team, colleagues and Board Members on a regular basis.

The NDO develops, produces and manages, in close cooperation with the Communication Officer, an internal ENAR newsletter for ENAR members and Board.

The NDO reports to the Senior Network and Advocacy Officer. There is no line management duties beyond guiding interns, if applicable.

Main responsibilities

• Manage the membership and network development (application procedures and process, membership database, membership kit, internal discussions on the network development, etc.)
• Develop, manage and implement the network development strategy
• Strengthen and promote ENAR membership at the European and national levels
• Keep track of membership activities, identify and disseminate information related to the membership
• Facilitate communication among members and between secretariat and members, associate members and ENAR Friends
• Liaise and coordinate members’ projects (new applications, membership, governance issues, contracts, meeting, surveys, etc.)
• Support the organisation of the annual General Assembly of members and other capacity building seminars for members
• Organise training seminars or relevant meetings for members in cooperation with other colleagues
• Regularly brief the staff and Board on the network and the membership
• Keep track of all required information on the membership for purpose of monitoring and evaluation
• Support the update of statutory documents and procedures (operating manual) when applicable
• Regularly visit and/or inform ENAR members, Associate members or ENAR friends, potential members, associate members or friends
• Undertake any task deemed necessary and appropriate by the management team.

Candidate profile

• Educated to university level or equivalent degree or experience
• Good understanding the consequences of racism on individuals and society and of the political debate related to anti-racism and equality
• Minimum of 2 year’s proven experience in network and organisational development methodologies
• Good knowledge of the context and space for civil society organisations and human rights defenders
• Experience of working in a multicultural team
• Experience of delivering capacity building training
• Good communication and presentation skills and ability to connect in an empathic way
• Fluency in English (speaking and writing), other languages valued
• Sound organisational skills and ability to prioritise work, to meet deadlines and to work under pressure
• Good team player, sound judgment and maturity
• Ability and willingness to travel as required
• Experience in a membership based organisation or in community work is an asset.
